I felt that the game was both easier and more linear than the other Bioshock games. Take that opportunity with the handcannon. As soon as the boss appears, you charge at her which conveniently lines you up for a headshot. Basically the way to deal with that boss is to use the Handcannon and the Charge vigor upgraded to give you an invulnerability effect. You just didn't choose the right abilities or something. On hard difficulty, this is absolutely atrocious because you deplete your ammo count to the point where you simply lack the means to do any meaningful damage to the boss, and the respawning enemies simply rise up again after you've taken them out.
